Under pressure from governments and senior managers univerisities in the industrialised world have, for the past twenty years, been moving away from "collegiate"/"democratic" forms of governance towards more "business-like" i.e. managerialist and top-down approaches.
Ironically, knowledge-intensive companies are now being encouraged to move in the opposite direction, in a Wall Street Journal
